SUNAPEE BOARD OF SELECTMEN
MEETING
7:00 PM Town Office Meeting Room
Monday, October 26, 2009

 The meeting was called to order by William Roach, Acting Chairman at 7:00PM

Scott Blewitt-Recreation Director
•Scott Blewitt gave the Board an update on the Annual 5K Turkey Trot being held on Thanksgiving Day.
•Motion to allow the Loony Lunge participants to jump in Lake Sunapee by Selectman Gallup, seconded by Selectman Smith.
•Motion to accept the request to transfer $21,624.51 from the recreation revolving fund by Selectman Gallup, seconded by Selectman Roach.
•Motion to investigate putting additional fields on Seven Hearths Road by Selectman Gallup, seconded by Selectman Brown.
Scott Blewitt gave an update on what’s happening at Tilton Park. The memorandum of understanding between the Town of Sunapee and the Peirce Family Trust is close to being finalized. The Recreation Department is ready to break ground for the playground and has received 1 bid from a local contractor and waiting on a second bid. The Peirce Family wants their donations to go to the physical structure not the site work, so the Recreation Committee voted to take the money for the site work from the revolving fund. The donated money will be set-up in a trust fund, so it can only be spent for the playground equipment, anyone from the general public can make a donation to the fund.

Xan Gallup-Chairman Library Trustees
Chairman Gallup gave the Board an update on the status of the mold issue that came up at the end of September and also came to seek guidance on how the library should proceed. Desmarais Environmental Inc came to the library on September 15th and took samples. A report with the findings was received by the library on September 30th . There is toxic mold in 2 rooms downstairs, the adult history room and the children’s room. After receiving the report, the After School Program was moved to the Methodist Church based on the recommendations from the report. (Report attached) Chairman Gallup reviewed with the Board the actions taken since receiving the report: have alerted the public regarding the problem, moved the staff with offices downstairs to the upstairs, have installed a door at the top of the stairs, have sealed the air intake for the heating system, arranged for the installation of a hepa filtered system on the existing furnace that was donated by Matrix Air Systems of Claremont.
The Library Board obtained 3 bids for the mold remediation and selected the preferred vendor, Granite State Environmental. The estimated cost of the mold removal is $8,000, and the total cost including repairs, (new sheetrock, drainage, etc.) could be as much as $25,000. According to Chairman Gallup, the library does not have the funds for this kind of repair and this issue needs to be address for the health and safety of the library employees and patrons. (Bids attached) Selectman Smith asked if there was any possibility that the money for the new library could be used for this purpose. Donna Nashawaty explained that the type of account that the money is in, which is a capital reserve trust fund, have specific guidelines and you must have a warrant article that closes one account and opens a new account. Selectman Gallup wanted to know how long the mold has been there and could it be covered by insurance. Donna Nashawaty called Local Government Center who met with John Walden and said the library has  basic coverage and they didn’t think it would be a covered item. John Walden explained that the library has a fund from book sale, copies, etc. with $11,000 and Donna Nashawaty said the town has $3,000 in the contingency fund. John Walden stated that the library had no problem with the town maintenance man doing the finish work after the mold removal was done. Selectman Roach asked if the Friends of the Library’s account were restricted. Chairman Gallup said the Friends of the Library were approached, but it was not discussed in detail and they have not received an answer from them. Selectman Gallup stated that putting an article on the warrant is the only option to be able to move forward, but doesn’t mean you’re going to get the money for sure. After further discussion, the Board stated the library would first use their fines fund, then the contingency money to help the library with the cost of mold remediation.

Chief David Cahill
•Chief Cahill stated that in January of 2007 he started a Taser program in Sunapee. Recently, Chief Cahill was approached by a group of citizens regarding making a donation to any unfinished project, which was the Taser program. The donations would allow the department to send an officer to an instructor level class in Dover and each officer would have their own issued Taser. Motion to accept the donated amount of $3,100 and deposit the following amounts in the appropriate line item: $400 training, $200 travel expenses and $2,500 uniform & safety equipment by Selectman Smith, seconded by Selectman Gallup. All in Favor.
•Selectman Brown had questions regarding officer training and how the department would be covered with 3 officers going to Academy. Selectman Brown hopes with the training the officers will stay in Sunapee. Chief Cahill stated the officers would be attending the Academy for 4 months, January thru April which is a slow time and the department should be fine with the remaining full and part time officers. Also the Academy is mandatory to be certified as a full time police officer in New Hampshire, one of the officer is a part-time officer.
•Chief Cahill informed the Board of the complaints he has received regarding School Street which is currently closed 2 times a day between 7:00am-8:30am and 2:30-3:30pm. Principal Alan Pullman is requesting the morning time be changed to 7:45 to 8:15am as busses no longer drop students off in the morning.



Motion to schedule a public hearing to address the school section of the parking ordinance to adjust the AM hours of the School Street road closure November 16th at 7:15PM by Selectman Gallup, seconded by Selectman Smith. All in favor.

Tony Bergeron, Road Agent
Tony Bergeron received the “go ahead” from the State to use prior engineering firm and would like to request $20,000 from the capital reserve fund for Lower Main Street bridge.
Motion to withdraw $20,000 from the bridge CAPITAL RESERVE FUND for preliminary by Selectman Brown, seconded by Selectman Smith. All in Favor.

Public Comments
Peter Urbach read a statement he presented to the Board regarding the vote by the Abbott Library Board at its October 15th meeting to eliminate the funding for the part-time library aide position. (See attached statement)

Selectmen’s Action
•Motion to accept the appointments of Van Webb to the Alternate Waste Committee,  Donna Gazelle to the Beautification Oversight Committee, Lela Emery and Bruce Burdett to the Conservation Commission, Melissa Eastman and Chuck Weinstein to the Recreation Committee by Selectman Selectman Gallup, seconded by Selectman Brown. All in Favor.

Selectman Brown updated the Board regarding the Coalition Communities Meeting she attended on October 9th at the Local Government Center.

Town Manager’s Report
•Donna Nashawaty updated the Board on the Communication survey. Also Donna Nashawaty had a meeting with the school Superintendent and John Reed, IT regarding
possibility of using channel 8 for town meetings and events.
•Donna Nashawaty reminded the Board of the Lake Sunapee Watershed Infrastructure Project meeting Wednesday, October 28th from 6:30-8:30pm at the Newbury Town Hall.
•Donna Nashawaty reminded the Board about the tour of town facilities this Friday, October 30th for the Budget Advisory Committee.

•Selectman Roach informed the Board that all 3 Sunapee High School fall teams have made the playoffs.
•Selectman Smith informed the Board that the Sunapee Central School was one of the 192 schools in New Hampshire that was awarded the Blue Ribbon Achievement Award. The award is given for residents volunteering their time to the school.
